ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF NOVEMBER 4, 2008 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AUTHORIZE FILING OF THE NOTICE OF COMPLETION FOR THE <br />CONSTRUCTION OF WELLS 30 AND 31 <br />DATE: OCTOBER 27, 2008 <br />BACKGROUND: <br />The City's Water Facilities Master Plan includes recommendations for the construction of new wells to <br />effectively meet the City's required water production capacity as well as replace existing wells that have <br />exceeded their useful life and need to be replaced. A CEQA Initial Study and Negative Declaration was <br />prepared and adopted by City Council on February 6, 2007 for the work related to the construction of <br />the proposed two new wells. These new sources of supply are an essential element of the water <br />system master plan. <br />DISCUSSION/ANALYSIS: <br />The contract for the Construction of Wells 30 and 31 was awarded to Best Drilling and Pump, Inc. <br />(Best Drilling) in accordance with the City's policies and procedures for public contracting. The wells <br />were constructed at the corner of Fogg Street and E. Congress Street. <br />California Civil Code, Section 3093, requires a Notice of Completion to be recorded for any public works <br />project. In compliance with this statute, City staff has prepared a Notice of Completion for each of the <br />wells. <br />FINANCIAL IMPACT: <br />Bond funds were used for this project, and no additional fiscal impact on this council action. The <br />Account Number used was 521-8100-8105-3890-0000-000. <br />ENVIRONMENTAL IMPACT: <br />The Initial Study was completed by Krieger & Stewart in accordance with the State Guidelines <br />implementing the California Environmental Quality Act and was adopted by the City Council. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: Best Drilling and Pump, Inc. <br />President or Equal: Mark E.
