ITEM #9 CITY OF COLTON AGENDA REPORT FOR THE COLTON UTILITY AUTHORITY MEETING OF NOVEMBER 4, 2008 TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS SUBJECT: AUTHORIZE FILING OF THE NOTICE OF COMPLETION FOR THE CONSTRUCTION OF WELLS 30 AND 31 DATE: OCTOBER 27, 2008 BACKGROUND: The City's Water Facilities Master Plan includes recommendations for the construction of new wells to effectively meet the City's required water production capacity as well as replace existing wells that have exceeded their useful life and need to be replaced. A CEQA Initial Study and Negative Declaration was prepared and adopted by City Council on February 6, 2007 for the work related to the construction of the proposed two new wells. These new sources of supply are an essential element of the water system master plan. DISCUSSION/ANALYSIS: The contract for the Construction of Wells 30 and 31 was awarded to Best Drilling and Pump, Inc. (Best Drilling) in accordance with the City's policies and procedures for public contracting. The wells were constructed at the corner of Fogg Street and E. Congress Street. California Civil Code, Section 3093, requires a Notice of Completion to be recorded for any public works project. In compliance with this statute, City staff has prepared a Notice of Completion for each of the wells. FINANCIAL IMPACT: Bond funds were used for this project, and no additional fiscal impact on this council action. The Account Number used was 521-8100-8105-3890-0000-000. ENVIRONMENTAL IMPACT: The Initial Study was completed by Krieger & Stewart in accordance with the State Guidelines implementing the California Environmental Quality Act and was adopted by the City Council.
