from approximately 6:00 p.m. to 10:56 p.m. and again on Saturday February 7th from <br />approximately noon to 4:56 p.m. <br />DISCUSSION/ANALYSIS: <br />HOW CITY MEETINGS ARE RECORDED <br />Before discussing the investigation conducted by the City Attorney and staff, it is important to <br />understand how and in what manner City Council meetings are recorded.' <br />When a City Council meeting is being broadcast, the City make 2 separate copies of the meeting <br />at the same time. One copy is a DVD copy that is used as a backup. It is this DVD copy that is <br />used to respond to any member of the public who makes a request for a copy of the meeting <br />under the Public Records Act. The City Clerk maintains a DVD copy as the official City record, <br />and the IT staff maintains a copy as well. There has been no allegation that this DVD has been <br />edited or impacted in any way. <br />The second copy being made is a "digital" copy that is made on the City's hard drive. It is this <br />digital copy that is re -broadcast on Channel 3, and it is this version that Mr. Grossich alleges was <br />edited. <br />We should point out a slight discrepancy in the information the City Attorney previously provided <br />to Mr. Grossich and to the newspapers, which discrepancy was caused by a miscommunication <br />for which we apologize. The discrepancy does not impact the investigation or Mr. Grossich's <br />allegations in any way, but we would like to clarify it in any event. We had previously indicated <br />that a DVD copy is sent to the City's outside consultant, who makes it available as a web "stream" <br />on the City's website. However, in actuality, a 3`" "copy" of the meeting is transmitted <br />simultaneously (via an mpeg file) with an approximate thirty (30) second delay to the City's outside <br />consultant, who then streams that version live (with the slight delay) on the City's website. The <br />consultant also captures a copy, and it is that copy that it uses to segment the meeting into the <br />various agenda topics for subsequent streaming 24/7 on the City's website. That is, if you go onto <br />the City's website to stream a prior meeting, you have the ability to select sections of the meeting <br />to view, rather than having to watch the entire meeting or fast forward through sections. The <br />consultant uses the copy it captures to create those segmented web stream versions. The web <br />stream version is available 24 hours per day, 7 days per week, other than when another live <br />broadcast is being recorded. As with the DVD copy, there has been no allegation that the web <br />stream version of the meeting has been edited or impacted in any way. <br />INVESTIGATION - THE NIGHT OF THE FEBRUARY 3RD COUNCIL MEETING <br />As you know, Mr. Grossich first raised his concern during the public comment portion of the <br />February 3`d Council meeting. During that meeting, the City Attorney and Finance Director (who <br />oversees the IT Department, which is responsible for the meeting broadcasts) went downstairs to <br />the City's broadcast room to investigate the nature of Mr. Grossich's concerns. They made <br />contact with Mr. Patience Fuzane, the City's Video Production Specialist. Mr. Fuzane is <br />responsible for recording and operating the cameras for all City Council meetings, preparing the <br />'This recording process began in 2006, when the City purchased and implemented the new <br />system.
