ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 17, 2009. <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING THE SUBMISSION OF <br />FOUR APPLICATIONS FOR THE SAFE ROUTE TO SCHOOLS <br />CYCLE 8 GRANT PROGRAM. <br />DATE: February 9, 2009 <br />BACKGROUND: <br />Established in 1999, the State Safe Routes to School (SR2S) program came into effect from the <br />passage and signing of Assembly Bill 1475 (AB 1475). In 2001, Senate Bill 10 (SB 10) was <br />enacted which extended the program for three additional years. In 2004, SB 1087 was enacted <br />to extend the program three more years. A new bill, AB 57, was introduced in December 2006 <br />to extend the program until January 1, 2013. This funding source is primarily to fund <br />construction projects that would improve the safety of students who walk or bike to school. The <br />California Department of Transportation (Caltrans) has issued a call for projects for the eighth <br />cycle of the Safe Routes to School Grant Program, for which the application period closes on <br />April 15, 2009. <br />DISCUSSION/ANALYSIS: <br />Staff requests approval of the attached resolution authorizing the submittal of four State Safe <br />Routes to School Grant applications. The attached resolution also requests the City Manager be <br />appointed as the authorized agent for the city with regard to the execution of all related documents <br />for these four applications. Staff proposes the submission of the following applications: <br />- Improvements near Lincoln Elementary School (Priority 1) <br />o The improvements include the installation of a drop off zone for students at Lincoln <br />Elementary School to connect to the sidewalk gap closures project previously <br />awarded by Cycle 7 of the State SR2S. <br />- Improvements near Morris Elementary School (Priority 2) <br />o The improvements include the installation of sidewalk, curb, gutter and handicap <br />ramps in front of Morris Elementary School. <br />- Improvements near Colton High School (Priority 3) <br />o The improvements include the installation of a drop off zone for students at Colton <br />High School. <br />- Improvements near Colton High School (Priority 4) <br />o The improvements include cleaning, painting, and sealing the cracks and joints on <br />the pedestrian bridge used solely by students attending Colton High School. <br />
