CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF April 7, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />ITEM #6 <br />SUBJECT: Approve Military Leave Compensation for a Military Reservist <br />DATE: March 30, 2009 <br />BACKGROUND: The City of Colton provides unpaid Military Leave for its full-time employees <br />who are members of a reserve component of the Armed Forces or the National Guard, pursuant <br />to 5 U.S.C. 6323(b). Resolution R-03-02 was adopted on January 15, 2002 approving <br />supplemental pay for any full-time City employee who is a Military reservist and called to active <br />duty. The resolution ended the supplemental pay on January 15, 2003 unless expressly approved <br />by the City Council. <br />DISCUSSION/ANALYSIS: One of the City's Police Officers has been called into active duty <br />beginning April 19, 2009. The Police Department would like to request approval by the Honorable <br />Mayor and City Council for the City to pay the difference between the eligible City employee's <br />regular City salary and his total military salary, not to exceed a period of sixteen months. The <br />supplemental pay will commence on the 31St day of leave. The employee can exhaust some of his <br />leave bank during the first 30 days. <br />The amount to be supplemented will be $3,598.73 per month, which is the total of the employee's <br />police officer salary before taxes less his military pay. The supplemental amount will be adjusted <br />for any merit increases accordingly. <br />FINANCIAL IMPACT: None. The vacancy caused as a result of the employee's activation will not <br />be filled during his leave.
