ITEM #3 <br />CITY OF COLTON <br />COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY <br />SPECIAL MEETING MINUTES <br />JANUARY 31, 2009 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the <br />City of Colton was held at 8:31 a.m., on the above -given date in the Arrowhead Regional <br />Medical Center, Oak Room, 400 N. Pepper Avenue, Colton, CA 92324 with Mayor Chastain <br />presiding. Notice of Special Meeting was given on January 29, 2009, in compliance with <br />Government Code Section 54956. <br />ROLL CALL <br />Councilmembers present were, Perez, Bennett, Yzaguirre, De La Rosa, Toro, Mayor Pro <br />Tempore Oliva and Mayor Chastain. Also present were City Manager Parrish, City Attorney <br />Martinez and City Clerk Gomez. <br />PUBLIC COMMENT: <br />The following citizens addressed the council: None <br />MAYOR AND COUNCIL ITEMS: <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />JANUARY 31, 2009. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict of <br />interest pursuant to CMC Section 2.04.030. None disclosed. <br />MAYOR AND COUNCIL ITEMS: <br />Said Special Meeting shall be for the purpose of studying and or taking action on the following <br />matters: <br />Study Session: <br />Council Norms, Policies, and Ethics Study Session 4. <br />The workshop was facilitated by Dr. Bill Mathis and his associate Janice Mathis. Discussion <br />covered the following: <br />(1) Meeting Introduction and discussion of items to be discussed regarding Council Norms, <br />Ethics and city priorities. <br />(2) Discussion of Council Norms and Ethics and procedures for enforcement. <br />2009 JAN 31 SPC CC/RDA/CUA MEETING - 1 - <br />
