ANALYSISMISCUSSION: <br />Attached as Exhibit A, is the take-over agreement between the City and First National Insurance Company of <br />America. The agreement transferred the responsibility of constructing the Randall Basin Project to the <br />surety. The surety's contractor, Grand Pacific Contractors, has satisfactorily completed the Randall Basin <br />Project. Staff requests authorization to file a Notice of Completion for the Randall Basin Project. <br />ENVIRONMENTAL IMPACT: <br />The County of San Bernardino has completed an Environmental Impact Report and adopted a Negative <br />Declaration for the Randall Basin Project completing the California Environmental Quality Act (CEQA) <br />requirements for the Randall Basin Project. In addition, a Nation Wide Permit was issued by the Department <br />of the Army Corps of Engineers which complies with the federal environmental requirements for a project as <br />established by the National Environmental Policy Act (NEPA). <br />CONFLICT OF INTEREST: <br />Exact Business Name: <br />First National Insurance Company of America <br />President or equal: <br />Christine Bartholdt <br />Contact or representative: <br />Christine Bartholdt <br />FINANCIAL/FISCAL IMPACT: <br />A total of $700,000 was appropriated to the Randall Basin Project to cover the awarded construction <br />agreement and construction management services. However, due to needed soils testing services required to <br />confirm contractor was meeting the specified compaction results an additional $15,000 was incurred during <br />the project's construction phase. Staff requests approval of the attached resolution amending the fiscal year <br />2008/2009 Capital Improvement Program budget by $15,000 to accommodate the total project's construction <br />costs.
