<br />DISCUSSION/ANALYSIS
<br />California Government Code Sections 7070-7089 requires the establishment of "Targeted
<br />Employment Areas" ("TEAs") which are composed of census tracts, within the enterprise zone
<br />boundaries, where at least 51% of the residents are of low- or moderate -income. The purpose
<br />of having designated TEAs is to provide added incentives to businesses located within an
<br />enterprise zone who employ residents of the zone.
<br />All eligible census tracts in an enterprise zone can be designated as TEAs, provided that all
<br />jurisdictions that have territorial jurisdiction over any part of the zone approve the designation by
<br />their respective governing bodies.
<br />Eligible census tracts wholly or partly within the boundaries of the multi -jurisdictional SBVEZ
<br />are:
<br />a. 42, 42.01, 42.02, 44.01, 44.02, 45.02, 46.01, 46.02, 47, 48, 49, 50, 51, 52, 53,
<br />54, 55, 56, 57, 58, 59, 60, 61, 62.01, 62.02, 63.01, 64,01, 66, 67, 68, 69, 70,
<br />71.08, 91.06, 91.07, 104.02, 108.01, 108.02, 110, 113, 114, and 115
<br />b. Census tracts that lie wholly or partly within the City of Colton include: 66, 67,
<br />68, 69, 70, and 71.08
<br />FINANCIAL IMPACT
<br />There is a no financial impact for the designation of the TEAs.

<br />Staff recommends approval of the attached Resolution authorizing adoption of the designated
<br />eligible census tracts as Targeted Employment Areas.
