customer. Without the proposed rate increases, the City and CUA would not meet current revenue <br />requirements and could be in violation of the existing bond covenants. As a result, current <br />bondholders could demand redemption of remaining available bonding resources thereby halting <br />current improvements to Wells 30 & 31 and other current capital projects. <br />The principal driving factors for the increased costs to the operation of the utility are related to <br />energy, chemical, and water quality treatment costs. Other significant contributions to the <br />declining cash balance and diversion of funds from capital improvements includes the ongoing <br />costs of litigation related to perchlorate contamination of the Colton Rialto basin. Additionally, at <br />this time, the utility does not have adequate cash or reserves on hand to facilitate emergency <br />repairs to critical infrastructure in the event of an earthquake or other disaster. <br />Approximately 3,000 customers within the City limits west of Pepper Ave are served by the <br />West Valley Water District (WVWD). The proposed rate structure has been designed to be <br />essentially the same for WVWD and CUA customers. This provides for equity throughout the <br />City for the average residential user.
