Development Services Update <br />May 7, 2009 City Council Meeting <br />Page 2 of 4 <br />DISCUSSION/ANALYSIS <br />As a result of the reorganization, management has been examining the workload activity for the <br />remaining staff and the level of support provided by a number of contract employees and <br />contractors in order to determine the proper balance of activity in preparation for the upcoming <br />fiscal year budget. In 2007, the City issued a Request for Proposals to solicit interest for <br />Plan Check services. At the time, the City selected both Willdan and Transtech Engineers, <br />awarding single year professional services agreements with options for two additional years. <br />During the course of the year, minimal work was directed to Transtech Engineers — out of <br />$45,000 allocated to their purchase order, only $11,280 was expended. Given the long history <br />and involvement of Willdan in the prior plan check activity, much of the workload was directed <br />to Willdan throughout the first year. Additionally, the former Community Development Director <br />solicited a proposal from Willdan to provide a Deputy Building Official and Building Inspector <br />support services. These activities were included in the requested services from Willdan but the <br />Professional Services agreement was never modified to reflect the additional work elements. <br />Staff has since requested and received a proposal from Willdan to continue to provide the <br />support services delivered during 2008 (Exhibit A). These services include Building Official <br />Services, Inspection Services, and Plan Review Services. These services will be provided on a <br />time and material basis. Staff has also determined that the City's fees charged for development <br />services are grossly inadequate, often failing to recover the city's costs for completion of work <br />for new development. <br />
