Development Services Update
May 7, 2009 City Council Meeting
DISCUSSION/ANALYSIS
As a result of the reorganization, management has been examining the workload activity for the
remaining staff and the level of support provided by a number of contract employees and
contractors in order to determine the proper balance of activity in preparation for the upcoming
fiscal year budget. The Development Services department manages the following Professional
Services Agreements:
Firm
Scope of Services
Key Staff / Milestone
Expiration Date
Hogle Ireland Inc.
General Plan Update
• Housing Element
August 31,
• Land Use plan
2009
• Circulation Element
Willdan
Plan Check Services
• Jim Barrett
Expired
Building Official
1/15/09
Building Inspectors
Duane Morita
Planning & Environmental
. In 2007, the City issued a Request for Proposals to solicit interest for
Plan Check services. At the time, the City selected both Willdan and Transtech Engineers,
awarding single year professional services agreements with options for two additional years.
During the course of the year, minimal work was directed to Transtech Engineers — out of
$45,000 allocated to their purchase order, only $11,280 was expended. Given the long history
and involvement of Willdan in the prior plan check activity, much of the workload was directed
to Willdan throughout the first year. Additionally, the former Community Development Director
solicited a proposal from Willdan to provide a Deputy Building Official and Building Inspector
support services. These activities were included in the requested services from Willdan but the
Professional Services agreement was never modified to reflect the additional work elements.
Staff has since requested and received a proposal from Willdan to continue to provide the
support services delivered during 2008 (Exhibit A). These services include Building Official
Services, Inspection Services, and Plan Review Services. These services will be provided on a
time and material basis. Staff has also determined that the City's fees charged for development
services are grossly inadequate, often failing to recover the city's costs for completion of work
for new development.
