City Council Meeting — May 19, 2009 <br />Adoption of Ordinance Creating <br />Abandoned and Distressed Property Program <br />Page 2of2 <br />ensuring that any abandoned properties be kept in compliance with accepted aesthetic standards, <br />the ordinance also requires that these abandoned properties be kept secure in order to prevent <br />access to the property by unauthorized persons. <br />FISCAL IMPACT: <br />It is anticipated that the program implemented through this proposed ordinance will result in less <br />money spent by Colton Code Enforcement, while monitoring the maintenance of abandoned <br />properties. In addition, at an upcoming meeting staff will be presenting to the City Council a <br />proposed resolution establishing a fee for the Registration and Maintenance of Abandoned and <br />Distressed Property, so the program will also have offsetting income source. <br />ENVIRONMENTAL IMPACT: <br />The proposed ordinance is exempt from compliance with the California Environmental Quality Act <br />(CEQA). <br />RECOMMENDATION: <br />Staff recommends that the City Council waive full reading and pass first reading by title only of the <br />proposed ordinance for the creation of the abandoned and distressed property program. <br />A proposed resolution establishing a fee for the Registration and Maintenance of Abandoned and <br />Distressed Property Pursuant to Chapter 8.05 of the Colton Municipal Code will be presented to <br />the City Council before the effective date of this proposed ordinance. <br />Attachment: Proposed Ordinance of the City Council of the City of Colton, California to Amend <br />Title 8 of the Colton Municipal Code by Adding Chapter 8.05 to Require Registration, Maintenance <br />and Security of Abandoned and Distressed Properties. <br />Prepared by: Bill Burrows, Police Lieutenant; Dean Derleth, City Attorney <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: <br />City Manage .
