ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 16, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE AWARD TO PURCHASE TWO CNG PASSENGER <br />VANS TO FAIRVIEW FORD IN THE AMOUNT NOT TO EXCEED <br />$87,004.46 <br />DATE: June 8, 2009 <br />BACKGROUND: <br />The City receives a share of Assembly Bill 2766 Subvention Fund Revenues that are managed by <br />the South Coast Air Quality Management District. These funds represent fee revenues collected <br />pursuant to AB 2766 by the Department of Motor Vehicles (DMV). These funds are sent to the <br />Cities as long as the City commits to spend the revenue to reduce air pollution from mobile sources <br />and to deposit these revenues in a separate air quality improvement fund. <br />The Public Works Department Building Maintenance Division, Parks Division, and Streets <br />Division are requesting approval to replace two (2) passenger vans; 1) 1990 Dodge Van with the <br />mileage at 115,502 and 2) 1986 Econoline Van with mileage at 139,893. These vans are showing <br />considerable wear and are constantly in the Auto Shop for recurring problems. The Public Works <br />Department is requesting to replace these vehicles with two dedicated Compress Natural Gas <br />(CNG) Vans. These vans will provide the Public Works Department with dependable <br />transportation and low emission levels. <br />ANALYSIS/DISCUSSION: <br />On April 7, 2009, the Public Works Department posted a Request for Bid for one CNG passenger <br />van on the City's online bidding system, BidNet. Bid notifications were sent to 57 registered <br />vendors on the BidNet System. <br />An electronic Bid Opening was held at 2:00 p.m on February 27, 2009. Sealed (encrypted) bids <br />were received from the following: <br />1. Villa Ford <br />2. Reynolds Buick <br />3. Fairview Ford <br />4. Fairway Ford <br />5. Crest Chevrolet <br />$45,670.36 <br />$58,864.25 <br />$43,502.23 <br />No Bid Response <br />No Bid Response <br />Upon review of the submitted bid documents, City staff found that Fairview Ford is the lowest <br />
