RESOLUTION NO. R-39-09 <br />A RESOLUTION FOR THE CITY COUNCIL OF <br />THE CITY OF COLTON ESTABLISHING <br />A SEWER SYSTEM MANAGEMENT PLAN <br />WHEREAS, the City of Colton (City) owns and operates more than 1 -mile of public <br />sewer line; and <br />WHEREAS, on May 2, 2006, the State of California Water Resources Control Board <br />adopted Waste Discharge Order No. 2006-0003-DWQ, Statewide General Waste Discharge <br />Requirements (GWDR) for Sanitary Sewer Systems that applies to all public agencies that own <br />more than 1 -mile of sewer line; and <br />WHEREAS, the goal of the GWDR is to eliminate the occurrence of preventable sanitary <br />sewer overflows by requiring public agencies to develop and implement written programs that <br />improve the effectiveness and sustainability of existing sewer systems; and <br />WHEREAS, the City is required by the GWDR to adopt a Sewer System Management <br />Plan (SSMP) that identifies practices, procedures, and goals that comply with the provisions of <br />the GWDR prior to August 2, 2009; <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton <br />does hereby adopt the attached, (Exhibit "A") Sewer System Management Plan. <br />PASSED, APPROVED and ADOPTED this 16th day of June, 2009 <br />KELLY CHASTAIN, Mayor <br />ATTEST: <br />EILEEN C.
