Groundwater Management Plan for Riverside Basin <br />On December 9, 2008, Riverside adopted a Resolution of Intent to adopt a groundwater <br />management program ("GWMP") for the Riverside North and South Basins. A portion of the <br />Riverside North Basin is located in Colton. Under the MOU, Colton would participate in the <br />preparation and environmental analysis of the GWMP, and to consider adoption of the GWMP <br />for those portions of the Riverside North and South Basins within City limits. Riverside further <br />agrees to seek appropriate environmental review for the GWMP, and consider Colton's <br />comments to the same. Colton will also act as a responsible agency for the GWMP pursuant to <br />CEQA. <br />D. Pellissier Ranch Specific Plan <br />Colton is currently in the process of adopting the Pellissier Ranch Specific Plan, which <br />encompasses 1,448 acres of largely undeveloped property in Colton. Riverside currently owns <br />approximately 227 acres within the Specific Plan area. The Specific Plan calls for a combination <br />of open space, commercial, retail, residential and school uses. Under the MOU, Riverside agrees <br />to provide an interim sewer connection to accept wastewater delivered by Colton, subject to <br />negotiation of the terms. Additionally, Riverside has reserved a 37 acre parcel within the <br />specific plan area for utility purposes, either water, electric or both. The Cities will work <br />cooperatively to identify an alternative location to minimize any negative impacts from the <br />utility uses on adjacent private development. The Cities will also work cooperatively to quantify <br />the water utility requirements for land within the Specific Plan area and to ensure that the <br />Specific Plan accommodates those needs to the greatest extent possible. <br />E. John W. North Sewer. Discharge Permit <br />Riverside has constructed the John W. North Water Treatment Plant within the City of <br />Grand Terrace. The Plant's operation requires that certain waste be discharged into the Grand <br />Terrace sewer system, for disposal by Colton. On January 30, 2008, Riverside submitted an <br />application to Colton for an industrial user discharge permit to allow for such discharge. Under <br />the terms of the MOU the City would agree to issue Riverside an industrial user discharge permit <br />upon Riverside's dismissal of the Well litigation. <br />F. RIX Facility <br />Prior to beginning any environmental analysis for any change or alteration to RIX that <br />would increase its treatment capacity, Colton would informally discuss any such change or <br />alteration with Riverside. Colton would also seek appropriate environmental review for any such <br />change or expansion and consider Riverside's comments to the same. <br />3 <br />
