ITEM #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JULY 21, 2009 <br />TO: HONORABLE MAYOR MEMBERS OF THE CITY COUNCIL <br />FROM: BOB MILLER, INTERIM CITY MANAGER <br />ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: WAIVE FIRST READING, READ BY TITLE ONLY AND INTRODUCE <br />ORDINANCE NO. 0-05-09, AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF COLTON TO DECREASE THE CITY COUNCIL <br />SALARY FOR THE 2009-10 FISCAL YEAR; AND ADOPT <br />RESOLUTION NO. R-56-o9TO AMEND RESOLUTION R-163-06 TO <br />DECREASE THE SALARY OF THE CITY TREASURER FOR THE <br />2009-10 FISCAL YEAR <br />DATE: July 9, 2009 <br />BACKGROUND: <br />As a result of all represented employees taking some form of salary reduction or other budgetary <br />cuts, the Honorable Mayor and Council discussed doing a voluntary reduction. At the July 7, 2009, <br />council meeting, it was decided to present an ordinance whereby the Honorable Mayor and <br />Council would take a voluntary salary reduction for the duration of the 2009-10 fiscal year, effective <br />with the first payroll following the second reading of the ordinance (September, 2009). <br />In addition, the City Treasurer has stated he would participate in a similar reduction to that taken by <br />the Honorable Mayor and Council. As such, Resolution R-163-06, which established the City <br />Treasurer's supplemental compensation, will be amended to address the reduction to the City <br />Treasurer's salary effective at the same time as the Honorable Mayor and City Council and <br />continuing for the duration of the 2009-10 fiscal year. <br />ANALYSIS/DISCUSSION: <br />The Ordinance pertaining to the Honorable Mayor and Council allows for a five percent (5%) <br />reduction of their monthly stipend for the 2009-10 fiscal year. The Resolution pertaining to the City <br />Treasurer allows for a five percent (5%) reduction of his monthly supplemental compensation. City <br />employees who are taking a salary reduction are taking on average a 2% reduction. The reduction <br />for the Honorable Mayor, City Council and City Treasurer is a higher percentage, but is relatively <br />similar in that the monthly total dollar amounts are lower than full time employees. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST <br />
