ITEM #1
CITY OF COLTON
AGENDA REPORT
FOR THE COUNCIL MEETING OF JULY 21, 2009
TO: HONORABLE MAYOR MEMBERS OF THE CITY COUNCIL
FROM: BOB MILLER, INTERIM CITY MANAGER
ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR
SUBJECT: WAIVE FIRST READING, READ BY TITLE ONLY AND INTRODUCE
ORDINANCE NO. 0-05-09, AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF COLTON TO DECREASE THE CITY COUNCIL
SALARY FOR THE 2009-10 FISCAL YEAR; AND ADOPT
RESOLUTION NO. R-56-o9TO AMEND RESOLUTION R-163-06 TO
DECREASE THE SALARY OF THE CITY TREASURER FOR THE
2009-10 FISCAL YEAR
DATE: July 9, 2009
BACKGROUND:
As a result of all represented employees taking some form of salary reduction or other budgetary
cuts, the Honorable Mayor and Council discussed doing a voluntary reduction. At the July 7, 2009,
council meeting, it was decided to present an ordinance whereby the Honorable Mayor and
Council would take a voluntary salary reduction for the duration of the 2009-10 fiscal year, effective
with the first payroll following the second reading of the ordinance (September, 2009).
In addition, the City Treasurer has stated he would participate in a similar reduction to that taken by
the Honorable Mayor and Council. As such, Resolution R-163-06, which established the City
Treasurer's supplemental compensation, will be amended to address the reduction to the City
Treasurer's salary effective at the same time as the Honorable Mayor and City Council and
continuing for the duration of the 2009-10 fiscal year.
ANALYSIS/DISCUSSION:
The Ordinance pertaining to the Honorable Mayor and Council allows for a five percent (5%)
reduction of their monthly stipend for the 2009-10 fiscal year. The Resolution pertaining to the City
Treasurer allows for a five percent (5%) reduction of his monthly supplemental compensation. City
employees who are taking a salary reduction are taking on average a 2% reduction. The reduction
for the Honorable Mayor, City Council and City Treasurer is a higher percentage, but is relatively
similar in that the monthly total dollar amounts are lower than full time employees.
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST
