FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS, <br />BOB MILLER, CUA EXECUTIVE DIRECTOR <br />SUBJECT: CITY & CUA: APPROVAL FOR CONTRACT AWARD TO KRIEGER & <br />STEWART FOR PROFESSIONAL WASTEWATER ENGINEERING <br />SERVICES ON AN AS NEEDED BASIS IN AN AMOUNT NOT -TO -EXCEED <br />$25,000 AND AMEND THE EXISTING CONTRACT WITH KRIEGER & <br />STEWART FOR AS -NEEDED WATER ENGINEERING SERVICES IN AN <br />AMOUNT NOT—TO-EXCEED $20,000. <br />DATE: JULY 22, 2009 <br />BACKGROUND: <br />The Wastewater Department provides wastewater collection and treatment services to <br />approximately 18,000 customers. The system is comprised of over 500,000 feet of sewer lines <br />and a wastewater facility capable of treating over 10 million gallons of wastewater. A variety of <br />engineering support services are periodically needed to keep the City's Wastewater facilities <br />operational and to insure reliable services to our customers are kept operational. <br />The Water Utilities Division contracts with Krieger & Stewart on an as -needed -basis for <br />miscellaneous engineering services for the City's Domestic Water System. The engineering <br />services are used for emergencies and various projects for the water system. Krieger & Stewart <br />was also the consultant for the City's 1998 Water Master Plan recommended improvements, <br />which are intended to enable Colton to meet anticipated water requirements by 2010. <br />DISCUSSION/ANALYSIS: <br />During the current Fiscal Year Krieger and Stewart will be utilized for miscellaneous wastewater <br />projects on an as -needed -basis for engineering design and support services. The Water <br />Department will utilize Krieger & Stewart for emergency repairs to wells, boosters and hydraulic <br />modeling of the distribution system. <br />On March 17, 2009 Council Awarded a Professional Services Agreement for as -needed water <br />engineering services in an amount not -to -exceed $20,000; the funds have been expended except <br />for five thousand, five hundred sixty-nine dollars ($5,569), which will be rolled over into the new <br />Fiscal Year 2009/2010. The professional engineering support services are used by both <br />Wastewater and Water Divisions, but they are paid out of two different departmental funds; <br />therefore, they are considered separate projects. <br />
