ITEM #a <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 1, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE SUBMITAL OF A REIMBURSEMENT CLAIM FOR <br />TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 GRANT <br />PROGRAM IN THE AMOUNT OF $440,964. <br />DATE: AUGUST 24, 2009 <br />BACKGROUND: <br />The Transportation Development Act (TDA) provides for two percent of the Local <br />Transportation Funds (LTF) to be made available for city and county projects related to the <br />construction of pedestrian and bicycle facilities, as well as improvement projects for transit <br />stops. In August 1999, the San Bernardino Associated Governments (SANBAG) Board approved <br />twenty percent of those funds to go toward improving access to transit stops for pedestrians and <br />persons with disabilities, with the remaining eighty percent to go toward pedestrian and bicycle <br />proj ects. <br />On August 1, 2006, City Council accepted the awarded Article III grant funds, totaling $245,000. <br />The awarded amount was authorized for the 10th and G Street Signalization Project. The project <br />provided for signalization of the 10th Street and "G" Street intersection. <br />On June 19, 2008, City Council accepted the awarded Article III grant funds, totaling $195,964. <br />The awarded amount was authorized for the North Colton Sidewalk Improvements. The project <br />scope of work consisted of installing 4,300 linear feet of five foot sidewalk, handicap ramps, curb, <br />gutter, drive approaches and cross gutter. The improvements were made along: Rancho Avenue, <br />between Olive Street and Mill Street; along Pennsylvania Avenue, between Olive Street to Johnston <br />Street; and along Pleasant View Avenue. <br />ANALYSIS/DISCUSSION: <br />Both of these projects have been completed, a notice of completion for the 10th and G Street Project <br />was filed on November 6, 2007. The notice of completion for the North Colton Sidewalk <br />Improvements was filed on January 20, 2009. The City is now ready to file a reimbursement claim <br />with San Bernardino Associated Governments (SANBAG) to reimburse the awarded amount, <br />totaling $440,964 for both projects. Staff recommends authorizing the City to file a reimbursement <br />claim to SANBAG in the amount of $440,964. <br />CONFLICT OF INTEREST: <br />
