ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 15, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA — INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZATION TO AMEND THE TERM OF THE AGREEMENTS <br />BETWEEN THE CITY AND THE FOLLOWING CONSULTANTS AND <br />CONTRACTORS: C.S. LEGACY, NILE ADVANCE, IMPERIAL PAVING <br />CO., LIN CONSULTING, LSA ASSOCIATES INC., AND KWANG <br />COOK AND ASSOCIATES <br />DATE: September 8, 2009 <br />BACKGROUND: <br />The City of Colton identified seventy (70) capital improvement projects in its current Capital <br />Improvement Program (CIP). Of these projects, forty five (45) are identified to be moving into their <br />construction phase during fiscal year 2009/2010. Several of these projects currently have existing <br />agreements for architectural, engineering design, environmental services, and construction, which <br />have terms that have expired. <br />DISCUSSION/ANALYSIS: <br />Due to delays experienced by some of the capital projects their corresponding agreements need to <br />have the established contract term extended. Factors that led to delays in the projects include: <br />environmental clearance from CALTRANS, additional work requested from contractors by staff, <br />and design changes. The following architects, consultants and contractors require amendments <br />and change orders to their existing agreements to extend the contract term: 1)C.S. Legacy for the <br />Veterans Ball Park Project; 2) Nile Advance for the Teen Center Project, 3) Imperial Paving Co. for <br />the Agua Mansa Project; 4)Lin Consulting for the Main Street and Iowa Project; 5) LSA for the <br />Seismic Retrofit Project for various bridges; 6) Kwang Cook for the Teen Center Project; and 7) <br />City of Grand Terrace for the Washington and Barton Road Project. <br />Staff recommends approval of the appropriate amendments to the identified agreements above, <br />which will allow for completion of the awarded work; this action will not have any financial impacts <br />to the correspondent projects. <br />FINANCIAL IMPACT: <br />This action will not have a financial impact. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />7/10/03 City Clerk's Office Cb <br />
