ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 15, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: BOB MILLER, INTERIM CITY MANAGER <br />SUBJECT: APPROVE FIRST AMENDMENT IN THE AMOUNT OF $18,806.37 <br />WITH CV STRATEGIES FOR THE COMPLETION OF STRATEGIC <br />COMMUNICATIONS SERVICES PROJECT <br />(DATE: SEPTEMBER 8, 2009 <br />BACKGROUND <br />On August 25, 2008 the City of Colton entered into a Professional Services Agreement with CV <br />Strategies to develop and provide support for the implementation of a Strategic Communications <br />program to better publicize City issues and events. As you know, the City of Colton does not have <br />a Public Information Officer or other staff person trained in strategic communications, As a result, <br />CV Strategies was hired to assist the City to develop a communications strategy and improve the <br />quality and effectiveness of information delivered to the community. Use of their communication <br />services resulted from feedback provided by the City Council to the former City Manager about <br />ways to improve the image of the City and its services and ways to publicize City events and <br />important issues affecting the community. For example, CV Strategies assisted the City in drafting <br />Op -Ed pieces and event information articles concerning the following topics: <br />1. "Helping hands in Colton receive rewards of their own" - <br />authored by Susan Rodriguez, Supervisor, Community <br />Services Department <br />2. "Tough decisions for a bright future" - authored by Daryl <br />Parrish, City Manager <br />3. "Affordable senior housing a priority" - authored by Candace <br />Cassel, Economic Development Director <br />4. "Electricity, power comes at price" - authored by <br />Jeanette Olko, General Manager of the Colton Electric <br />Utility; and <br />5. "Working toward justice for all" - authored by Kelly <br />Chastain, David Toro and Vincent Yzaguirre. <br />
