ITEM #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 15, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA; INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTIONS ADOPTING: 1) CAPTIAL PROJECT <br />NEEDS ANALYSIS FOR FISCAL YEARS 2010/2011 THROUGH <br />2014/2015 2) DEVELOPMENT MITIGATION ANNUAL REPORT FOR <br />FISCAL YEAR 2008-2009 AND 3) LOCAL STREET PROGRAM <br />CAPITAL IMPROVEMENT PLAN FOR FISCAL YEARS 2009/2010 <br />THROUGH 2014/2015. <br />DATE: <br />BACKGROUND: <br />SEPTEMBER 9, 2009 <br />In November 1989, the San Bernardino County voters approved the passage of Measure I <br />authorizing the San Bernardino Associated Governments (SANBAG), acting as the San <br />Bernardino County Transportation Authority, to impose a one-half of one -percent retail and use tax. <br />This tax revenue can only be used for transportation improvements and traffic management <br />programs. The 1989 approved measure is set to expire on March 2010. However, in 2004, San <br />Bernardino County voters authorized the extension of this tax, which will finance the Measure 1 <br />2010-2040 programs.. The passage of this second measure will continue to provide the City with <br />funds for maintenance of City streets and street infrastructure development. <br />DISCUSSION/ANALYSIS: <br />The SANBAG Board of Directors approved the Strategic Plan on April 1, 2009. The Strategic <br />Plan is the reference manual and policy document for the administration of Measure 1 2010- <br />2040 programs by SANBAG and its member agencies. The plan identifies the need for all <br />member agencies to provide the following documents: Capital Project Needs Analysis for Fiscal <br />Year 2010/2011 through 2014/2015, Development Mitigation Annual Report for Fiscal Year <br />2008/2009, and a Local Street Program Capital Improvement Plan for fiscal years 2009/2010 <br />through 2014/2015. The above listed documents are attached hereto as Exhibits A, B and C. <br />The projects noted in Exhibit A, Capital Project Needs Analysis for Fiscal Year 2010/2011 through <br />2014/2015 are consistent with the City's current Capital Improvement Plan and Circulation <br />Element. Staff used SANBAG Measure I revenue estimates, to draft the Local Street Program <br />Capital Improvement Plan, Exhibit C. The Capital Improvement Plan for fiscal years 2009/2010- <br />2014/2015 identifies the following projects for 2009/2010: <br />• C Street Missing Links <br />$100,000 <br />La Cadena Infrastructure <br />$90,000 <br />• 2009/2010 Striping Improvements <br />$60,000 <br />• Safe Route to Lincoln Elementary <br />$10,000 <br />7/10/03 City Clerk's Office Cb <br />
