Cassel, Economic Development Directoo <br />5 <br />SUBJECT: Consideration and Approval of Third Amendment to Professional <br />Services Agreement with Hall and Foreman, Inc. to Extend the <br />Term to June 30, 2010 for Completion of the West Valley Specific <br />Plan Amendment. <br />DATE: September 3, 2009 <br />BACKGROUND <br />In 2007, the City of Colton launched a comprehensive economic development strategy and <br />conservation strategy to encourage significant retail development and mitigate impeding effects <br />of the Delhi Sands Flower Loving Fly (Fly) in the vicinity of Arrowhead Regional Medical Center <br />(ARMC), by processing an amendment to the Specific Plan for the West Valley Redevelopment <br />Project Area, also known as the "Super Block". <br />On June 19, 2007, the City Council and Redevelopment Agency Board approved a Professional <br />Services Agreement (PSA) with Hall and Foreman Inc. (HFI) for Phase I, and subsequently <br />amended the PSA on February 5, 2008 and October 21, 2008, as the First and Second <br />Amendment to the PSA (collectively the "Agreement"). The Agreement expired on June 30, <br />2009. <br />DISCUSSION/ANALYSIS <br />Following direction received from the City Council, Planning Commission and Recreation <br />Commission during their joint workshop on December 5, 2007, the draft West Valley Specific <br />Plan Amendment created. The document includes a full description of the Land Use Plan, <br />Design Concepts, and Development Guidelines and was presented to the City Council and <br />Planning Commission during a joint workshop on May 13, 2009. Since that time, it has been <br />made available for public review at various locations to include the City Clerk's office, <br />Development Services Department, both libraries and community centers, and the Hutton <br />Center. The document is also available on the City's website. Final adoption of the <br />Amendment will coincide with certification of the Environmental Impact Report (EIR). <br />Given unanticipated changes in workload and personnel handling the Amendment and EIR, the <br />EIR has not yet been finalized nor circulated for public review. It is anticipated that the <br />document will be circulated before the end of the month and a joint workshop with the Council <br />and Planning Commission will be scheduled to review its contents.
