ITEM #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF OCTOBER 20, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: MARITZA TAPIR, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE EXECUTION OF AN AGREEMENT BETWEEN THE <br />CITY OF COLTON AND PACIFIC WEST MANAGEMENT FOR <br />THE ACQUISITION OF REAL PROPERTY IN THE CITY OF <br />COLTON FOR THE BARTON ROAD BRIDGE OVERHEAD <br />PROJECT; ADOPT A RESOLUTION SETTING FORTH FINDINGS <br />JUSTIFYING THE PURCHASE OF PROPETY FOR MORE THAN <br />THE APPRAISED VALUE; AND DIRECT STAFF TO WORK WITH <br />THE BARTON ROAD BRIDGE OVERHEAD PROJECT LEAD <br />AGENCY (CITY OF GRAND TERRACE) TO COMPLETE THE <br />PURCHASE OF ADDITIONAL PROPERTY. <br />DATE: SEPTEMBER 28, 2009 <br />BACKGROUND: <br />The Barton Road Bridge is located between Interstate 215 and La Cadena Drive, and extends over <br />the Union Pacific (UP) railroad tracks. The Barton Road Bridge is currently rated as "structurally <br />deficient" by the California Department of Transportation (Caltrans) and in need of repairs or <br />replacement. A joint approach to the Barton Road Bridge Replacement Project has been undertaken <br />by the City of Colton and City of Grand Terrace since the physical location of the Barton Road <br />Bridge straddles the city boundaries of both cities. <br />On December 15, 1998, Colton City Council authorized execution of a cooperative funding <br />agreement between the City of Colton and the City of Grand Terrace for the aforementioned project. <br />The cities have jointly applied and been approved for Federal Bridge Replacement Program <br />(HBRR) funds to replace the entire existing bridge structure; as identified in the cooperative <br />agreement the remaining funds required for the project would be split equally between Colton and <br />Grand Terrace. On November 4, 2008, Council action approved an amendment, Exhibit C, to this <br />agreement updating the project's construction costs and local share. <br />ANALYSIS/DISCUSSION: <br />The cooperative agreement identifies Grand Terrace as the lead agency for the design and right-of- <br />way acquisition (ROW) phases for this project, and Colton as the lead agency for the construction <br />phase of the project. At this time the project has completed its preliminary engineering and design <br />phase. Currently, the project is in its right-of-way (ROW) phase. <br />Additional land acquisition is required to build the designed replacement bridge. The City of Grand <br />Terrace retained a consultant, Epic Land Solutions, to complete appraisals for parcels in Colton and <br />Grand Terrace from which land acquisition will be necessary. The land appraisals and anticipated <br />
