CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 03, 2009 <br />TO: Honorable Mayor and City Council <br />FROM: Jeannette Olko, Electric Utility General Manager <br />SUBJECT: Approve Participating Generator Agreement and Meter Service <br />Agreement with the California Independent System Operator <br />DATE: October 26, 2009 <br />ITEM #3 <br />BACKGROUND: <br />Under the restructured electricity market, all power purchases and sales flow through the California <br />Independent System Operator (CAISO). Any generator that has excess capacity and/or energy <br />available for sale is required to enter into a Participating Generator Agreement with the CAISO. In <br />addition, a Meter Service Agreement is required to enable the CAISO to collect and transfer meter <br />data from entities that will be used for settlement purposes. <br />DISCUSSION/ANALYSIS: <br />Both the Participating Generator Agreement and the Meter Service Agreement are standard CAISO <br />agreement, as part of their tariff under section 4.5.1.1.6.2, and is required of entities that may have <br />excess capacity and/or energy available for sale. <br />ALTERNATIVES: <br />None. <br />FINANCIAL IMPACT: <br />There is no financial impact at this time. <br />ENVIROMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff requests that Council approve the Participating Generator Agreement and Meter Service <br />Agreement as required by the CAISO. <br />Attachment: Participating Generator Agreement and Meter Service Agreement <br />1 :1 XTA 1 5M <br />City Attorney: <br />Finance Director: <br />City Manager: i 1 *-' OTHER: <br />
