ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 17, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE MAINTENANCE AGREEMENT BETWEEN THE CITY <br />OF COLTON AND CITY OF RIALTO FOR TRAFFIC SIGNAL <br />MAINTENANCE OF THE FOLLOWING INTERSECTIONS <br />1) AGUA MANSA ROAD/RIVERSIDE AVENUE, (2) U.S <br />EXPRESS WAY/RIVERSIDE AVENUE, AND (3) MIGUEL <br />BUSTAMANTE PARKWAY/RIVERSIDE AVENUE. <br />DATE: NOVEMBER 5, 2009 <br />BACKGROUND: <br />On September 21, 2004, the City of Colton signed a Cooperative Agreement with the City of Rialto <br />in which both agencies agreed to share the cost for the development and construction of a traffic <br />signal at the Riverside Avenue and Agua Mansa Road intersection. This intersection is located on <br />the jurisdictional boundaries of the two cities. <br />On June 18, 2009, the City of Rialto accepted the construction of two (2) traffic signals at the <br />intersection of Franzman Ranch -US express at Riverside Avenue and Klein Ranch -Miguel <br />Bustamante Parkway at Riverside Avenue. The signal installation was a condition of approval for <br />the Development of Pannatoni Development (Rialto) and Headlands Realty (Colton). The 2 signals <br />are bounded by the City of Colton and City of Rialto. <br />DISCUSSION/ANALYSIS: <br />Attached hereto as Exhibit A is a proposed Cooperative Agreement between the City of Colton and <br />City of Rialto to address the shared maintenance responsibilities of these three intersections. The <br />agreement reflects the annual costs share for each of the three intersections to be as follows: <br />1. Riverside Avenue and Agua Mansa Road (25%) <br />2. Riverside Avenue and Franzman Ranch — US Express (50%) <br />3. Riverside Avenue and Klein Ranch -Miguel Bustamante Parkway (50%) <br />Currently these signals have been maintained by the City of Rialto. This new agreement will <br />supersede all previous agreements and set forth the responsibilities for both the Cities towards <br />maintaining the three (3) signalized intersections. The total annual maintenance cost share for these <br />three signalized intersections is estimated at three thousand dollars. <br />7/10/03 City Clerk's Office Cb <br />
