ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 17, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: AUTHORIZE THE AWARD OF A CONSTRUCTION CONTRACT <br />TO THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, <br />INTERNATIONAL PAVEMENT SOLUTIONS INC., IN THE <br />AMOUNT OF $229,689.50 FOR PORTIONS OF THE 2009-2010 <br />CITYWIDE CONCRETE AND STREET IMPROVEMENT <br />PROJECT, AS NOTED, WHICH CONSISTS OF VARIOUS CDBG <br />PROJECTS. <br />DATE: NOVEMBER 5, 2009 <br />BACKGROUND: <br />Council action annually approves what projects are awarded Community Development Block Grant Funding. <br />Community Development Block Grant (CDBG) funds are allocated to cities by the Federal Housing and <br />Urban Development Department (HUD) each year and administered through the County of San Bernardino <br />Community Development and Housing Department (CDH). Participating cities like Colton utilize the <br />funding to provide: housing, economic, social service, and community development opportunities. During the <br />fiscal year 2008/2009 appropriation for some of the funded projects included: <br />• CDBG Project #104-34105/3169 — 2nd St., 10th St., E St., L St., and M St. <br />• CDBG Project #104-34205/3170 — A Ct. <br />• CDBG Project #104-34305/3171— Alley Improvement <br />• CDBG Project #104-34405/3172 — Virginia Drive (Citrus to Johnston St.), Holly Ave. <br />• CDBG Project #104-34505/3173 — S. La Cadena Dr. (Fogg St. to Rancho Ave.) <br />Council action authorized staff to solicit bids for the above noted projects, as well as CDBG Project 104- <br />35605-3270 (alley improvements) and Bostick -Litton Avenue Improvements Project, on August 4, 2009 as <br />the 2009-2010 citywide Concrete and street improvement project. Improvements provided by these projects <br />would include installation of. missing sidewalk, curb, gutter and handicap ramps, and asphalt paving of <br />alleys. The project limits for each project are shown on the attached map (Exhibit A) and project plans <br />(Exhibit B). <br />DISCUSSION/ANALYSIS: <br />Formal bidding for the project was advertised in local papers and trade journals and formal bids were <br />received on August 7, 2009. The bid opening was conducted on September 8, 2009 and staff received formal <br />proposals from three (3) firms, with their corresponding bid amounts as follows: <br />7/10/03 City Clerk's Office Cb <br />
