ITEM #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 17, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARK NUAIMI, ASSISTANT CITY MANAGER/ <br />DEVELOPMENT SERVICES DEPT. <br />SUBJECT: APPROVE THIRD AMENDMENT TO EXISTING <br />PROFESSIONAL SERVICES AGREEMENT WITH HOGLE- <br />IRELAND TO PROVIDE ADDITIONAL PROFESSIONAL LAND <br />AND DEVELOPMENT CONSULTING SERVICES IN THE <br />AMOUNT OF $27,500.00 <br />DATE: NOVEMBER 10, 2009 <br />BACKGROUND: <br />California law requires every city and county to adopt a General Plan to guide long-range planning <br />and development decisions. The City of Colton (the "City") is in the process of updating the Land <br />Use and Circulation Elements of its General Plan. The current General Plan update specifically addresses <br />critical traffic/mobility and land use issues in the City of Colton for the next 20 years. Through the General <br />Plan, the City can maintain high levels of service to residents, businesses, and visitors. As stated, this <br />General Plan update focuses on the Land Use Element and the Circulation Element, which were last <br />updated in 1986 and 1996, respectively. <br />On November 6, 2007, a Professional Services Agreement (PSA) was executed between the City <br />and Hogle-Ireland, Inc for the provision of professional consultation services regarding the revision <br />and updating of the General Plan Update. After the execution of the original contract, an <br />amendment was brought forward in October 2008 to accommodate the additional traffic studies <br />required to complete the Circulation Element of the General Plan. <br />DISCUSSION/ANALYSIS: <br />The majority of work yet to be completed in the original scope of the contract is related to the <br />Environmental Impact Report associated with the General Plan update as a whole. The Draft <br />Housing Element was submitted to the California Housing and Community Development <br />Department in September for review; the City is awaiting feedback on that Draft element. At the <br />time feedback is received, City staff shall re-examine the Element to respond to the State's <br />comments as appropriate. <br />
