CITY OF COLTON <br />AGENDA REPORT <br />FnD rnl Wrll MI=FTIM('Z ng: Alnvnmhor 17 gnna <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Bill Smith, Interim Deputy City Manager <br />SUBJECT: Recommend Approval of Resolution Naming the New Teen <br />Center in Honor of Art Thompson <br />DATE: November 9, 2009 <br />ITEM #16 <br />BACKGROUND <br />The Colton City Council has asked staff to bring forward an action naming the newly -constructed <br />Teen Center in Chavez Park, in honor of long-time resident Art Thompson. Mr. Thompson has <br />been a fixture in the City of Colton for many years. <br />DISCUSSION/ANALYSIS <br />City policy for the naming of City parks, park features, and community facilities is set forth in <br />Resolution R-86-09. In cases where time is of essence, this policy provides for City Council to <br />make an emergency finding, with a 2/3 vote of its entire membership, which allows for a naming <br />process to move forward directly through City Council. In order to approve this naming action, City <br />Council will need to make such an emergency finding, by a 2/3 vote. Staff believes that such a <br />finding is warranted because of the very recent passing of this beloved man and the desire to <br />honor him and his family in the midst of these difficult times. Upon this finding, City Council may <br />then approve a naming resolution with a unanimous vote of those members in attendance at a <br />public meeting, properly noticed in accordance with the Ralph M. Brown Act. <br />FINANCIAL IMPACT <br />There will be a moderate cost for signage depicting the new name on the facility. This cost shall be <br />less than $1,000, and will be borne within the current General Fund expenditure budget. <br />ENVIRONMENTAL IMPACT <br />None <br />CONFLICT OF INTEREST <br />None <br />RECOMMENDATION <br />Staff recommends that the City Council approve an emergency finding, based on the reasons <br />stated above, and then approve Resolution Rqq aming the newly -completed Teen Center in <br />Chavez Park in honor of long-time resident Art Thompson. <br />Attachments: Resolution R-qo-09 <br />REVIEW TEAM ONLY <br />Wf�City Attorney: Finance Director:477�_ <br />City Manager: E2.
