ITEM #10 <br />CITY OF COLTON <br />For the Redevelopment Agency Board Meeting of <br />December 1, 2009 <br />TO: Honorable Chairperson and Boardmembers <br />FROM: Candace E. Cassel, Economic Development Director <br />SUBJECT: Consideration of Authorizing Execution of Contract by and between <br />the Redevelopment Agency for the City of Colton and the Colton <br />Chamber of Commerce, Scope of Work for 2009/10 Fiscal Year <br />DATE: October 19, 2009 <br />DISCUSSION/ANALYSIS <br />Historically, the City, through its Redevelopment Agency, has provided an annual stipend to the <br />Chamber in the amount of $25,500, which has been tied to a scope of service and measure of <br />performance since fiscal year 2006/2007. Annual fees have been paid in quarterly installments <br />following receipt of both monthly and quarterly reports. <br />The Chamber of Commerce has requested that the City renew its arrangement to provide such <br />economic development services for the 2009/10 fiscal year. Review of the 2008/09 quarterly and <br />monthly reports revealed that the scope of services established met the needs of Chamber <br />members based on their attendance and support for the activities and services provided, with the <br />exception that monthly reports will not be required for this fiscal year. Quarterly reports will meet <br />the reporting requirements for this fiscal year to help ease the burden on the Chamber's small staff. <br />The Board of Directors for the Chamber of Commerce approved the scope of services at its July 16 <br />Board meeting as outlined below: <br />• Conduct networking/speaker engagements that provide valuable information to businesses. <br />• Conduct small business development workshops for small businesses. <br />• Create and maintain master calendar of community and civic organization events. <br />• Develop materials for information/visitor center to provide to new residents/businesses. <br />• Conduct legislative briefings for all businesses on issues that may affect them. <br />• Coordinate Grand Openings and Ribbon Cutting Ceremonies for Colton businesses and <br />officials. <br />• Prepare and maintain a list of business inquiries/contacts/site visits and business leads. <br />• Complete Quarterly Activity Reports <br />• Organize and collaborate with San Bernardino Alliance for Education and Colton High <br />School et. al., nurturing "home grown" businesses and community leaders. <br />• Establish a Resource/Referral Center and conduct Financial Assistance Workshops for <br />businesses. <br />• Submit quarterly reports as attached to the agreement, noting the Chamber's activities on <br />the above referenced activities. <br />Pursuant to the Agreement, the Chamber will submit a Quarterly Report 30 days following the end <br />of each quarter. <br />
