CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 1, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA; INTERIM PUBLIC WORKS DIRECTOR <br />ITEM #7 <br />SUBJECT: ADOPT RESOLUTION AUTHORIZING THE SUBMITTAL OF <br />APPLICATIONS FOR THE BICYCLE TRANSPORTATION ACCOUNT <br />(BTA) PROGRAM FOR FY 2010-11. <br />DATE: NOVEMBER 18, 2009 <br />BACKGROUND: <br />Caltrans has announced a call for call for BTA Projects. The Bicycle Transportation Account (BTA) <br />Grant program provides state funds for City and County projects that improve safety and <br />convenience for bicycle commuters. Eligible projects must be identified on the City Adopted <br />Bicycle Transportation Plan (BTP). The City's BTP is included in the City of Colton Updated <br />Circulation Element adopted in June 15, 1993 (Resolution R-48-93 - Amendment to General Plan). <br />Eligible projects include, but are not limited to the following: <br />• New Bikeways serving major transportation corridors; <br />• New bikeways removing travel barriers to potential bicycle commuters; <br />• Secure bicycle parking at employment centers, park-and-ride lots, rail and transit terminals, <br />and ferry docks and landings; <br />• Bicycle -carrying facilities on public transit vehicles; <br />• Installation of traffic control devices to improve the safety and efficiency of bicycle travel; <br />• Elimination of hazardous conditions on existing bikeways; <br />• Planning; <br />• Improvement and maintenance of bikeways. <br />DISCUSSION/ANALYSIS: <br />Staff has identified a need to restripe and sign all our Class II and Class III bikelanes. It is staffs <br />recommendation to submit an application for improving Colton's Class 11 and Class III bikelanes. <br />Staff has identified the existing bikelanes and bikelane gaps that will be included on this project. <br />The identified segments of streets are as follows and shown on the attached map (Exhibit A): <br />1. San Bernardino Ave. — Sycamore to Meridian Ave. — Class II <br />2. Olive Ave. — Meridian to City/County Limit — Class II (new) <br />3. Rancho Ave. — Valley Blvd. to Mill St. — Class III <br />4. Mt. Vernon Ave — Valley Blvd. to Johnston St. — Class 111 <br />5. La Cadena Dr. — Mt. Vernon Ave. to Valley Blvd. — Class I II <br />6. La Cadena Dr. —Valley Blvd. to South City Limit— Class 11/111 <br />7. Mt. Vernon Ave. — Santa Ana River Br. To Cooley Dr. — Class II <br />8. Cooley Drive — Mt. Vernon Ave. to Washington St. — Class 11 <br />9. Cooley Lane — Cooley Dr. to Hunts Lane — Class II <br />10. Washington Street — Waterman Ave. to Mt. Vernon Ave. <br />11. M St. — Mt. Vernon Ave, to La Cadena Dr. — Class III <br />12. Riverside Ave. — City Limit to Santa Ana River Trail — Class I I (new) <br />Class II Bikelanes are facilities within the paved areas of the street; Class II bikelanes are <br />constructed by installation of Bike Route signs, and pavement striping and marking that establishes <br />
