ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Bill Smith, Community Services Director <br />SUBJECT: Consider Approval of Resolution to Name Certain Facilities at <br />Elizabeth Davis Park in Honor of Connie `Paddy' Cisneros <br />DATE: November 23, 2009 <br />BACKGROUND <br />The Community Services Department has received an application to attach a name to the two (2) <br />tennis courts, currently located at Elizabeth Davis Park. The application was submitted by current <br />City Council Member David Toro, and suggests that this facility be named the Connie "Paddy" <br />Cisneros Memorial Tennis Courts, in honor of former Colton City Council Member Connie <br />Cisneros. A copy of the application, along with background material submitted by the applicant, is <br />attached for reference. <br />The application was properly noticed and processed, in accordance with City Council Resolution R- <br />86-09, which sets the process for the naming of city parks, park features, and community facilities. <br />A copy of this resolution is also attached for reference. <br />DISCUSSION/ANALYSIS <br />In accordance with Resolution R-86-09, after a forty-five (45) day "comment period" from the first <br />date of publication, the applications were considered by the Colton Recreation & Parks <br />Commission at their regular meeting of November 18, 2009. After receiving comments from the <br />applicant and additional members of the public, the Commission voted 5-0, with one abstention, to <br />recommend to the Colton City Council, that the entire west recreation area at Elizabeth Davis Park <br />be henceforth named the "Connie 'Paddy' Cisneros Recreation Area." The facilities included in this <br />naming action, in accordance with the Commission recommendation, are the tennis courts, the <br />children's play area, and the basketball courts. <br />FINANCIAL IMPACT <br />There is no financial impact associated with this action. City staff will work with the applicant to <br />explore potential fundraising opportunities to facilitate signage at the site which commemorates this <br />action. <br />ENVIRONMENTAL IMPACT <br />None <br />CONFLICT OF INTEREST <br />Applicant: David Toro — Colton City Council Member, District 1 <br />
