+BONA\FD ' <br />STAFF REPORT 0 1 <br />ITEM NO. <br />DATE: DECEMBER 22, 2009 <br />TO: MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER/GENERAL MANAGER <br />PREPARED BY: JEANNETTE OLKO, ELECTRIC UTILITY GENERAL MANAGER G <br />/Vp� <br />SUBJECT: AWARD OF BID IFB-RG-10004 FOR THE CONSTRUCTION PHASE OF THE <br />NORTH SUBSTATION PROJECT TO INTERNATIONAL L1NF BUILDERS, INC. <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve award of bid IFB-RG-10004 for the construction phase <br />of the North Substation Project to International Line Builders, Inc. in the Amount of $5,272,250.00 for <br />Schedules A & B, authorize the City Manager to execute the contract documents, and adopt Resolution <br />No. R-101 0°l appropriating the necessary funds, and Resolution No. CPFA 2009- 01 , <br />declaring the intention to reimburse certain expenditures from the proceeds of a proposed tax-exempt <br />financing, as required by United States Department of Treasury Regulations Section 1.150-2. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide safe, reliable, affordable, and environmentally <br />sustainable electric service. <br />BACKGROUND <br />The City of Colton Electric Utility Department has experienced significant load growth since 1995; peak <br />load has increased from approximately 57 megawatts in 1995 to approximately 90 megawatts in 2006. <br />With the increased demands on the distribution system and subsequent deterioration of power quality on a <br />number of circuits, a Ten -Year Master Plan was developed to assess the capability of the existing system, <br />project the future load growth of the city, and develop a plan to design and construct the necessary system <br />improvements that will allow the Electric Utility to reliably serve the electrical needs of the City. The <br />project identified as the highest priority is the construction of a 69/12.47 kV substation on the north side <br />of the City, currently served by the Hub Substation and the Drews Substation, both of which are located <br />south of the 10 freeway.
