The City Council may choose not to award the bid to the lowest responsive and responsible bidder and <br />award the bid to one of the higher bidders. <br />2. The City Council may reject all bids and direct staff to solicit for new bids on the project. This will <br />delay the project for at least two months. <br />3. The City Council may reject all bids and direct staff not to continue with building a North Substation. <br />This option will result in the continued degradation in reliability of electric service to customers in the <br />areas north of Interstate 10. <br />4.
