10. Rate Setting Methods and Structure <br />Assess the Electric Utility's rate setting methods and structure for completeness, accuracy, and <br />legal compliance. Examine alternative rate strategies to determine whether impacts on rate <br />payers could be minimized, while simultaneously providing for the operating, debt service <br />and infrastructure needs of the Electric Utility. Evaluate any Utility plans for possible future <br />rate increases. <br />11. Regulatory Management and Oversight <br />Determine whether the Electric Utility has established an effective mechanism for ensuring <br />conformity with laws and regulations governing operations so that penalties and fines for non- <br />compliance can be avoided. <br />12. Electrical Plan Check Review Services <br />Evaluate the policies, procedure and processes established for the review and approval of plans <br />for electrical development projects within the City. Determine whether plan review activities <br />are performed in a timely manner with appropriate coordination with the Building <br />Department. <br />13. Street Lighting Services <br />Evaluate the costs and operations of the Electric Utility's street lighting program. Determine <br />whether installation and maintenance activities are performed in a timely and cost effective <br />manner. <br />14. Customer Services <br />Evaluate the programs established by the Electric Utility to provide customer services, <br />including complaint resolution, public education, rate payer assistance and other similar <br />activities. Determine whether customer services have been appropriately integrated, that <br />representatives respond to customers in a timely manner and that reports on customer service <br />outcomes are effectively communicated to management. Examine the Electric Utility's <br />success at encouraging conservation. <br />Finalize Analysis and Prepare Report <br />15. Prepare Draft Report <br />A draft report would be prepared that would include detailed findings, conclusions and <br />recommendations on the current operations. The draft report would be submitted to the <br />management of the Electric Utility for quality assurance review purposes. <br />16. Conduct Exit Conference <br />An exit conference would be conducted with Electric Utility management to review the draft <br />report for factual correctness and clarity.
