y <br />���FOYwItG ' <br />DATE: <br />TO: <br />FROM: <br />PREPARED BY: <br />ITEM NO. 06 <br />STAFF REPORT <br />JANUARY 19, 2010 <br />HONORABLE MAYOR AND CITY COUNCIL <br />ROD FOSTER, CITY MANAGER/GENERAL MAN, <br />JEANNETTE OLKO, ELECTRIC UTILITY GENERi <br />SUBJECT: APPROVAL OF RESOLUTION NO. k- 0,;)-- to AUTHORIZING <br />THE USE OF PNCEF, LLC DBA PNC EQUIPMENT FINANCE AS <br />THE LEASE FINANCING COMPANY FOR THE LEASE -PURCHASE <br />OF TWO (2) NEW AERIAL DEVICE TRUCKS FOR THE ELECTRIC <br />UTILITY, AND AUTHORIZE THE CITY MANAGER TO EXECUTE <br />THE LEASE AGREEMENT <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve Resolution No. 12— Oa- I C authorizing the <br />use of PNCEF, LLC, dba PNC Equipment Finance as the lease financing company for the lease - <br />purchase of two (2) new aerial device trucks for the Electric Utility and authorize the City <br />Manager to execute the lease documents. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide safe, reliable, affordable, and <br />environmentally sustainable electric service. <br />BACKGROUND <br />On March 12, 2008, the Electric Utility Department issued a Notice Inviting Bids for a five-year <br />lease/purchase of two (2) new aerial device (bucket) trucks. The Notice Inviting Bids and bid <br />documents were posted and distributed through BidNet, the City's online bid system. BidNet <br />directly notified sixty-eight (68) vendors registered nationally for this type of vehicle. In <br />addition, the bid documents were available for viewing and/or download to all vendors registered <br />on the network. <br />A public bid opening was held on April 22, 2008, at 10:30 am, at the City of Colton Electric <br />Department Administrative offices. Electric department staff next applied for an exemption from <br />Rule 1196 from the SCAQMD, which regulates emissions fi•om heavy-duty vehicles in public <br />agency fleets. Between May and December, 2008, staff participated in several telephone <br />conference calls with staff at the SCAQMD regarding the issue of diesel versus CNG or LNG <br />trucks. The SCAQMD notified staff on December 17, 2008, that the City may purchase these <br />
