MARTINEZ, ASSISTANT CITY ATTORNEY <br />SUBJECT: ADOPTION OF CITY OF COLTON CODE OF NORMS AND ETHICS AND <br />CODE OF NORMS AND ETHICS PLEDGE, AND DISCUSSION AND <br />DIRECTION CONCERNING POSSIBLE ENFORCEMENT MECHANISMS <br />RECOMMENDED ACTION <br />It is recommended that the City Council adopt the City of Colton Code of Norms and Ethics and the City <br />of Colton Norms and Ethics Pledge, and provide direction concerning the implementation of enforcement <br />mechanisms. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to support its core values of "putting the City first" and <br />acting with honesty. <br />BACKGROUND <br />For the past two years, the City Council, with the assistance of Dr. Bill Mathis, has been developing a <br />Code of Norms & Ethics ("Code") to guide City Council and Commission practices and conduct. The <br />Code is intended to establish core values for public service to achieve ethical standards and practices <br />throughout the organization. The Code has been refined during several public meetings, culminating in <br />final revisions made by the City Council at its last workshop. At that workshop, the City Council made <br />final edits to the Code, reviewed a matrix of possible penalties for violations of the Code and directed <br />staff and the City Attorney to investigate the use of an outside entity or commission to handle <br />investigations and/or enforcement. <br />ISSUES/ANALYSIS <br />CODE OF NORMS & ETHICS <br />The attached Code includes the edits made by the City Council at its last workshop. In addition, we have <br />made some minor typographical or grammatical revisions, as well as a couple of clarification revisions <br />regarding the Council's interactions with staff on Page 5. All of the substantive revisions are shown in <br />underlined and strike -out language on the attached version marked "Draft Redline Changes." Thus, prior <br />ONTARIO\NSTUBB S\307977.3 <br />
