CITY OF COLTON <br />COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY/COLTON PUBLIC <br />FINANCING AUTHORITY <br />SPECIAL MEETING MINUTES <br />January 16, 2010 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority/Colton Public <br />Financing Authority of the City of Colton was held at 9:00 p.m., on the above -given date at the City of <br />Colton, City Council Chambers, located at 650 N. La Cadena Drive, Colton, CA 92324 with Mayor <br />Chastain presiding. Notice of Special Meeting was given on January 14, 2010, in compliance with <br />Government Code Section 54956. <br />ROLL CALL <br />Council Members present were, Toro, De La Rosa, Yzaguirre, Perez, Mayor Pro Tempore Oliva and <br />Mayor Chastain. Also present were City Manager Foster, City Clerk Gomez. <br />CM Bennett absent. <br />MAYOR AND COUNCIL ITEMS: <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />JANUARY 16, 2010. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br />PUBLIC COMMENT: <br />The following citizens addressed the council: None <br />MAYOR AND COUNCIL ITEMS: <br />Said Special Meeting shall be for the purpose of studying and or taking action on the following matters: <br />BUSINESS ITEMS <br />(1) Approve and Adopt a Resolution to Implement a New Organizational Structure within the City of <br />Colton, Colton Redevelopment Agency, Colton Water and Wastewater Utility and Colton <br />Electric Utility; Creating or Re -Creating Positions and Accompanying Job Descriptions; <br />Adopting the City's Comprehensive Salary Table and Repealing Resolution No. R-47-07; and, <br />Directing Staff to Implement Layoff Procedures in Accordance with Applicable Laws, Rules and <br />Regulations, RESOLUTION NO. R-04-10. <br />City Manager Foster presented the staff report which is on file in the City Clerk's Office. <br />PUBLIC COMMENT: <br />The following citizens addressed the council: Donna Johnson <br />Motion and second by CM Yzaguirre/Toro to approve and adopt Resolution No. R-04-10. Motion carried <br />with CM Bennett absent. <br />(2) Ratify the City Manager's Recommendation and Authorize the City Manager to Execute <br />Professional Services Agreements with Harvey Rose Associates of San Francisco, CA in the <br />2010 JAN 16 SPC CC/RDA/CUA MEETING - 1 - <br />
