ITEM NO. 05 <br />:�. <br />STAFF REPORT <br />DATE: FEBRUARY 2, 2010 <br />TO: HONORABLE MAYOR AND CICO • <br />�_ <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARTIZA TAPIA, INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: PUBLIC HEARING FOR FISCAL YEAR 2010-2011 COMMUNITY <br />DEVELOPMENT BLOCK GRANT (CDBG) PROJECTS <br />RECOMMENDED ACTION <br />It is recommended that the City Council accept any public testimony concerning the Community <br />Development Block Grant Funding (CDBG) proposals and adopt the attached Resolution <br />approving the funding of CDBG projects recommended by staff for FY 2010-2011. <br />GOAL STATEMENT <br />The proposed action will support the City's goals to enhance city services to improve the quality <br />of life for Colton's residents. <br />BACKGROUND <br />In November 2009, staff submitted all project applications received for CDBG funding to <br />County of San Bernardino Department of Community Development and Housing (CDH) for <br />their review. CDH has completed their review of the Colton applications and forwarded a final <br />list of eligible project applications to Colton staff, received on January 11, 2010. The Council <br />approved list of projects is due to CDH on February 12, 2010. Subsequently, additional CDBG <br />applications were submitted directly to the County CDH Department from various public and <br />private agencies, requesting funds from the City's CDBG Entitlement Allocation. <br />The City of Colton has received a total of 20 eligible proposal applications requesting CDBG <br />funds, attached as Exhibit A. The County requests the City prioritize the eligible proposal <br />applications for the 2010-2011 CDBG program year based upon an anticipated entitlement <br />allocation of $403,314. Of the available funds for FY 2010-2011, only 15% ($60,497) is <br />permissible for Public Service Projects. <br />ISSUES/ANALYSIS <br />In order to provide a broader analysis and review of CDBG eligible project proposal <br />applications, a CDBG Ad -Hoc committee was formed to recommend projects for funding to the <br />City Council. The committee met to review the CDBG proposals on January 25th. Prior to the <br />meeting all committee members received a list of CDBG Eligible Proposals for FY 2010-2011, <br />provided by the CDH Department (Exhibit A).
