ROD FOSTER, CITY MANAGER/GENERAL MANAGER <br />PREPARED BY: JIM EARHART, INTERIM UTILITY SERVICES DIRECTO <br />SUBJECT: AWARD OF BID FOR SEWER CLEANING AND DEBRISMOVAL <br />SERVICES TO THE LOWEST BIDDER, HOUSTON & HARRIS PCS, <br />INC., IN AN ANNUAL AMOUNT NOT TO EXCEED $225,000. <br />RECOMMENDED ACTION <br />It is recommended that the City Council: (1) award a contract for sewer cleaning and <br />debris removal services to Houston & Harris, Inc. for up to three (3) years, in one(1) year <br />increments at the City's option, and in an annual amount not -to -exceed $225,000; (2) <br />authorize the City Manager to execute the City's standard maintenance agreement on <br />behalf of the City with any non -substantive revisions approved by the City Attorney; (3) <br />authorize the City Manager to exercise the two (2) option years on the contract; and (4) <br />reject the other bid. <br />2. It is recommended that the Colton Utility Authority Board review, ratify and to the extent <br />necessary, direct that the City Council take the above action(s). <br />GOAL STATEMENT <br />The proposed action will support the City's goals to clean sewer mainlines 6" to 18" in diameter, <br />up to 550,000 linear feet per year and CCTV inspection services on an "as needed basis". These <br />services will prevent sewer blockages for Colton residents. <br />BACKGROUND <br />The City has approximately 500,000 feet of gravity sewer main ranging in size from 4 to 36 <br />inches. The mainline is constructed from a variety of materials including concrete, ductile iron, <br />PVC and VCP. Some segments have been relined utilizing the Instituform or other industry <br />standard methods. <br />Houston & Harris, PCS, Inc., was awarded the sewer cleaning and debris removal Services three <br />years ago on February 6, 2007 in an amount not -to -exceed $285,000 annually. Houston & <br />Harris' contract expires February 28, 2010. <br />
