ITEM NO. 03 <br />STAFF REPORT <br />DATE: APRIL 6, 2010 y — <br />TO: MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER C <br />PREPARED BY: BILL SMITH, COMMUNITY SERVICES DIRECTOR <br />SUBJECT: LATCHKEY AMENDMENT CONTRACT ' <br />RECOMMENDED ACTION <br />It is recommended that the City Council adopt Resolution R-14-10, approving the State of <br />California Contract Amendment CLTK-9061 for the Early Childhood Education Division of the <br />Community Services Department, for fiscal year 2009-10. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to continue latchkey childcare services for <br />school age children in Colton. <br />BACKGROUND <br />Effective August 31, 2009, the State of California eliminated funding for the School Age <br />Community Child Care Services (Latchkey) Program. This contract amendment formally <br />reduces the contract amounts to reflect this change, including: Maximum Reimbursable Amount, <br />Minimum Child Days of Enrollment, and Minimum Days of Operation. <br />ISSUES/ANALYSIS <br />The 2009-10 Latchkey contract was executed assuming that funding would be available for the <br />fiscal year. The California Department of Education (CDE) subsequently notified the City that <br />the current State fiscal crisis would result in the loss of funds to the program. As a result, State <br />funds were available only in July and August of the current fiscal year. The CDE is requesting <br />this contract amendment to reflect this change. <br />The Childcare Program continues to operate its Latchkey Childcare Program, on a reduced basis, <br />with funding coming from full -pay and subsidized services. <br />
