ITEM NO. 03 STAFF REPORT DATE: APRIL 6, 2010 y — TO: MAYOR AND CITY COUNCIL FROM: ROD FOSTER, CITY MANAGER C PREPARED BY: BILL SMITH, COMMUNITY SERVICES DIRECTOR SUBJECT: LATCHKEY AMENDMENT CONTRACT ' RECOMMENDED ACTION It is recommended that the City Council adopt Resolution R-14-10, approving the State of California Contract Amendment CLTK-9061 for the Early Childhood Education Division of the Community Services Department, for fiscal year 2009-10. GOAL STATEMENT The proposed action will support the City's goal to continue latchkey childcare services for school age children in Colton. BACKGROUND Effective August 31, 2009, the State of California eliminated funding for the School Age Community Child Care Services (Latchkey) Program. This contract amendment formally reduces the contract amounts to reflect this change, including: Maximum Reimbursable Amount, Minimum Child Days of Enrollment, and Minimum Days of Operation. ISSUES/ANALYSIS The 2009-10 Latchkey contract was executed assuming that funding would be available for the fiscal year. The California Department of Education (CDE) subsequently notified the City that the current State fiscal crisis would result in the loss of funds to the program. As a result, State funds were available only in July and August of the current fiscal year. The CDE is requesting this contract amendment to reflect this change. The Childcare Program continues to operate its Latchkey Childcare Program, on a reduced basis, with funding coming from full -pay and subsidized services.
