Staff Report to the Mayor and City Council <br />Consideration of Proposed Utility Users' Tax <br />April 20, 2010 <br />Page 2 <br />Assuming Council direction is to move forward, in order to allow adequate time for the City to <br />provide information to the public about the proposed measure, Staff is recommending that the <br />City Council direct Staff to proceed with providing information to the public regarding the <br />proposed measure, as well as preparation of the required documentation to place the measure on <br />the ballot. A follow up Council action must then occur at least 88 days prior to the election to <br />approve all required final documents and submit the measure to the County. <br />FISCAL IMPACTS <br />The utility users' tax currently generates an estimated $5 million annually for the City's General <br />Fund. Since its implementation in 2004, the tax has generated in excess of $24 million and is <br />currently approximately 16% of the recurring General Fund revenue base. The tax is currently <br />set at 4% for residential customers and 6% for all non-residential (commercial, industrial, other) <br />customers. <br />ALTERNATIVES <br />1. Do not proceed with the public education program regarding the proposed Utility Users' <br />Tax and preparation of the required documentation to place the measure on the ballot. <br />2. Provide alternative direction to staff. <br />ATTACHMENTS <br />None <br />
