FOR ADDITIONAL WATER <br />QUALITY ANALYSES IN AN AMOUNT NOT -TO -EXCEED $15,000. <br />RECOMMENDED ACTION <br />It is recommended that the City Council amend the existing Agreement with Edward <br />Babcock & Sons, Inc. for additional water quality analyses in an amount not -to -exceed <br />$15,000. <br />2. It is recommended that the Colton Utility Authority Board review, ratify and to the extent <br />necessary, direct that the City Council take the above action(s). <br />GOAL STATEMENT <br />To ensure sampling, monitoring and testing complies with all State and Federal requirements for <br />wastewater utilities. <br />BACKGROUND <br />On January 17, 2008 Council awarded a contract to Edward Babcock & Sons, Inc for the <br />wastewater laboratory sampling and analysis services in an amount not -to -exceed $47,536.20 per <br />year, with two (2) one-year renewal options at City's discretion. The State Department of Health <br />Services requires that the City perform laboratory testing on its potable water, and the Regional <br />Water Quality Board requires the City to perform laboratory testing on the effluent being discharged <br />to the RIX Facility. Laboratory testing for Wastewater is required on a daily basis, including <br />weekends. <br />ISSUES/ANALYSIS <br />A total of $45,826 has been paid to Edward Babcock & Sons, Inc. for laboratory testing through the <br />month of March 2010. The initial contract amount was based on estimated quantities of analyses. <br />Due to regulatory changes, permit compliance and process control requirements, additional water <br />quality and bio -solids analyses are required. Staff estimates the cost for laboratory testing for the <br />remaining three (3) months not to exceed $15,000. <br />
