Staff Report to the Mayor and City Council <br />2010-2011 Slurry Seal Project <br />August 17, 2010 <br />Page 2 <br />than the Engineer's Estimate and project budget, staff recommends rejecting these bids and <br />requests authorization to re -solicit bids. <br />If authorized, staff will rebid the project with a less costly slurry aggregate to decrease the <br />estimated project costs and keep it within budget. The material type specified on the bid <br />specification was a rubberized emulsion aggregate slurry (REAS). Other agencies use REAS <br />because of its longer -lasting black appearance than conventional slurry. However, most industry <br />experts agree that both have the same performance and durability; both extend the life of <br />pavement an additional three to five years. Conventional slurry is 10-20% less expensive than <br />REAS. Staff is recommending the use of Latex Modified Conventional Slurry Seal with <br />specified black rock aggregate materials. The latex additive and the black rock will offset the <br />color deficiency of conventional slurry. <br />FISCAL IMPACTS <br />The cost to rebid this project is the combined cost to advertise and reproduce modified plan <br />documents, approximately $1000. <br />ALTERNATIVES <br />1. Award a construction agreement to the lowest bidder, All American Asphalt, Inc, in the <br />amount of $278,191.50. This alternative is not recommended due to budgetary constraints. <br />2.
