STAFF REPORT
ITEM NO. 11
DATE: SEPTEMBER 7, 2010
TO: HONORABLE MAYOR AND CITY COUNCI 67
FROM: ROD FOSTER, CITY MANAGER
PREPARED BY: BONNIE J. JOHNSON, MANAGEMENT SERVICES DIRECTOR--
SUBJECT: AUTHORIZED POSITION LIST /
RECOMMENDED ACTION
It is recommended that the City Council reclassify the position of Deputy City Clerk to the
classification of Chief Deputy City Clerk and direct that the authorized position list be updated to
reflect the change.
GOAL STATEMENT
The proposed action will support the City's goal to maintain updated and accurate records and
respond to public inquiries in a timely manner.
BACKGROUND
The City Clerk's function is critical in maintaining the City's public records, as well as
promoting the continued transparency in all City activities. The recommended action will
enhance the City's ability to perform these functions.
ISSUES/ANALYSIS
Currently, the City employs a Chief Deputy City Clerk and a Deputy City Clerk. One position
focuses on records, minutes and other duties, while the other focuses on Council agenda
preparation, public records requests and other duties. Both positions have primary
responsibilities, as well as shared secondary responsibilities. Staff is recommending that both
positions be on par with one another due to similar duties and responsibilities.
FISCAL IMPACTS
Due to salary savings from currently vacant positions; namely the Records Manager and Deputy
Finance Director, there will be no fiscal impact in the current fiscal year. Future costs will be
absorbed in the annual budget.
ALTERNATIVES
Provide alternative direction to staff.
ATTACHMENTS
None.
