FOR THE REPAIRS ON WELL <br />PUMPING PLANT NO. 21. <br />RECOMMENDED ACTION <br />1. Staff recommends that the City Council ratify the City Manager's findings of an <br />emergency and waive the formal bidding requirement per Colton Municipal Code <br />3.08.130, based upon the facts and findings provided herein. <br />2. Ratify a contract with Best Drilling And Pump, Inc. for the repairs on Well Pumping <br />Plant No. 21 in an amount not -to -exceed $65,000, and authorize City Manager to execute <br />the contract. <br />3. It is recommended that the Colton Utility Authority Board review, ratify and to the extent <br />necessary, direct the City Council to take the above action(s). <br />GOAL STATEMENT <br />To provide adequate water and fire flows to the Central Zone. <br />BACKGROUND <br />Well No. 21 is one of the City's largest water -producing wells. The Well is essential in the Water <br />Department's ability to provide adequate water and fire flows to the Central Zone which serves <br />customers in the Downtown, South Colton, La Loma Hills and Cooley Ranch areas. <br />On July 24, 2010 the Water Department took Well 21 out of service due to the report of a loud noise <br />coming from the pumping plant, as well as a significant drop in well production. Staff feels that the <br />Well would have been further damaged if the Well had stayed in operation. Due to Well 21 being <br />one of the City's largest water producing wells and that we are currently in the summer months of <br />the year it is imperative that we repair the well immediately. The repairs are in the process of being <br />made under the emergency provision of the City of Colton Purchasing Ordinance, to mitigate the <br />possible interruption of service to the Colton residents and businesses.
