ip
REPORT
1
ITEM NO. 06
DATE: SEPTEMBER 7, 2010 ( U
TO: HONORABLE MAYOR AND CITY COUNCIL \
FROM: ROD FOSTER, CITY MANAGER/GENERAL MANAGER
PREPARED BY: JAMES EARHART, INTERIM UTILITY SERVICES DIRECTO
SUBJECT: APPROVAL FOR EMERGENCY CONTRACT WITH BEST
DRILLING AND PUMP, INC. FOR THE REPAIRS ON WELL
PUMPING PLANT NO. 21.
RECOMMENDED ACTION
1. Staff recommends that the City Council ratify the City Manager's findings of an
emergency and waive the formal bidding requirement per Colton Municipal Code
3.08.130, based upon the facts and findings provided herein.
2. Ratify a contract with Best Drilling And Pump, Inc. for the repairs on Well Pumping
Plant No. 21 in an amount not -to -exceed $65,000, and authorize City Manager to execute
the contract.
3. It is recommended that the Colton Utility Authority Board review, ratify and to the extent
necessary, direct the City Council to take the above action(s).
GOAL STATEMENT
To provide adequate water and fire flows to the Central Zone.
BACKGROUND
Well No. 21 is one of the City's largest water -producing wells. Staff feels that the
Well would have been further damaged if the Well had stayed in operation. Due to Well 21 being
one of the City's largest water producing wells and that we are currently in the summer months of
the year it is imperative that we repair the well immediately. The repairs are in the process of being
made under the emergency provision of the City of Colton Purchasing Ordinance, to mitigate the
possible interruption of service to the Colton residents and businesses. Section 3.08.130 Subsection
(a) of the Purchasing Ordinance states in part: The City Council delegates to the City Manager the
