STAFF REPORT <br />ITEM NO. 10 <br />DATE: SEPTEMBER 7, 2010 <br />TO: HONORABLE MAYOR AND CITY COUN ' <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: MARITZA TAPIA; INTERIM PUBLIC WO S DIRECTO <br />SUBJECT: JURISDICTION MASTER AGREEMENT BETWEEN COLTON AND <br />SAN BERNARDINO COUNTY TRANSPORTATION AUTHORITY <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize execution of a Jurisdiction Master Agreement <br />No. C 10244 between San Bernardino County Transportation Authority. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve its street infrastructure. <br />BACKGROUND <br />In 2004, San Bernardino County voters approved the extension of Measure I; a local county sales <br />tax that provides for transportation improvements effective 2010-2040. The approved Measure I <br />is administered by San Bernardino Associated Governments (San Bernardino County <br />Transportation Authority/SANBAG). On April 1, 2009, the SAN -BAG Board of Directors <br />approved a Strategic Plan that acts as a policy manual for carrying out transportation <br />improvements as authorized by Measure I. One such program identified within the Strategic <br />Plan and funded by Measure I is the Valley Arterial Program. <br />ISSUES/ANALYSIS <br />On October 20, 2010, Council approved submittal of Colton's Capital Projects Needs Analysis <br />(CPNA) for FY 2010/2011 — FY 2014/2015. The CPNA identifies arterials to be improved <br />primarily through development impact fees and Measure I. The attached agreement allows <br />Colton to move projects identified to begin incurring expenses in fiscal year 2010/2011 and to be <br />reimbursed for its share of Measure I dollars available to Colton through the Valley Arterial <br />Program. The streets identified to be eligible for reimbursement of expenses incurred for FY <br />10/11 include Reche Canyon Road, and Agua Mansa Road. The streets identified to be eligible <br />for reimbursement of project costs in FY 11/12 are: Pepper Avenue, Reche Canyon Road, Slover <br />Avenue and Washington Street.
