Staff Report to the Mayor and City Council <br />Contract for law enforcement services - ARMC <br />September 21, 2010 <br />Page 2 <br />➢ Supervision — In addition to the 24/7 availability of Police Supervision within the City, a <br />Police Sergeant will provide an additional 18-20 hours of supervision per week on the <br />premises. <br />ISSUES/ANALYSIS <br />The current structure of our agreement with the Arrowhead Regional Medical Center provides <br />for four (4) Police Officers who are permanently assigned to ARMC, and one (1) Sergeant who <br />provides up to 20 hours of on-site supervision. In addition to the assigned Sergeant, each shift <br />Sergeant visits the campus and maintains communication with the assigned Officer. <br />Officers assigned to ARMC assist security in incidents requiring law enforcement intervention, <br />investigate crimes that occur on the campus, notify agencies with jurisdiction to arrivals of <br />victims of crime, conduct traffic and parking enforcement, and proactively patrol the hospital <br />grounds to prevent criminal activity. Any escape or incident that extends beyond the hospital <br />grounds is immediately communicated to the surrounding Patrol Officers for assistance. During <br />our current contractual relationship, the Colton Police Department has provided training to <br />hospital staff and security with regards to arrest and control, use of force options, self-defense, <br />and legal issues regarding use of force. The Colton Police Department will continue these <br />training services with the approval of this agreement and the Arrowhead Regional Medical <br />Center Administrative staff. <br />The ability to continue this service creates an ease of operation between the City of Colton Police <br />Department and the Arrowhead Regional Medical Center in our continuing effort to reduce <br />crime within the City. <br />FISCAL IMPACTS <br />The contract amount generates revenue over a three year period with the option to renew for two <br />1 -year periods. It should be noted that revenue generated from the new contract is $63,693 less <br />than originally projected in the 2010/2011 budget. This change will be absorbed in the Police <br />Department budget.
