TO EXTEND THE TERM TO JUNE 30, 2011 FOR <br />COMPLETION OF THE GENERAL PLAN UPDATE. <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve the Third Amendment to the Professional <br />Services Agreements with Hogle-Ireland, Inc., to extend the term for completion of various <br />elements of the General Plan Update and Environmental Impact Report (EIR), to June 30, 2011. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to complete the General Plan Update. <br />BACKGROUND <br />A Professional Services Agreement ("PSA") with Hogle-Ireland, Inc., for an update to the <br />Housing Element and Land Use Element of the General Plan was executed on November 6, 2007 <br />and Amended in October, 2008 to add the Circulation Element, and on November 17, 2009 to <br />add an analysis of Greenhouse Gas Emissions. Due to staff reductions, the time frame estimated <br />to complete the General Plan Update was not met. <br />ISSUES/ANALYSIS <br />A term extension is needed to complete a General Plan Update of the Housing, Land Use, <br />Circulation Elements already underway. The extension allows adequate time to prepare <br />documents and complete public review and approval of the draft EIR and General Plan <br />documents. Additional costs will not be incurred without consideration and approval by the City <br />Council. <br />
