R-33-07 <br />AMENDING THE RENEWABLE PORTFOLIO STANDARD FOR <br />COLTON ELECTRIC UTILITY <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve and adopt the proposed resolution amending <br />Resolution # R-33-07 to revise the Renewable Portfolio Standard (RPS) to 33% by December <br />2020 in compliance with Governor's Executive Order S-14-08. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to increase the Renewable Energy procurement <br />share to 33% by Year 2020. <br />BACKGROUND <br />On October 7, 2003, the City of Colton adopted Resolution No. R-102-03, which established the <br />Renewable Portfolio Standard ("RPS") Policy to comply with Senate Bill 1078, which became <br />law on January 1, 2003. SB 1078 provided specific guidelines to Investor Owned Utilities <br />("IOU") in developing and implementing a RPS, and ordered municipal electric utilities to devise <br />local standards in light of the legislation's public policy goals. The City's RPS required the City <br />of Colton Electric Utility to increase procurement of electricity from eligible renewable <br />resources until a target portfolio level of 15% is reached by December 31, 2017, measured by <br />the amount of energy procured in making retail sales of electricity. <br />On February 27, 2007, the City of Colton adopted Resolution No. R-33-07, which amended the <br />Renewable Portfolio Standard ("RPS") Policy to comply with Senate Bill 107, which became <br />law on January 1, 2007. The amendment required the City of Colton Electric Utility to increase <br />procurement of electricity from eligible renewable resources until a target portfolio level of 20% <br />is reached by December 31, 2010, measured by the amount of energy procured in making retail <br />sales of electricity. <br />
