Staff recommends that the City Council approve an amendment to the existing <br />Professional Services Agreement with Clinical Laboratory of San Bernardino to add <br />additional funds in an amount not -to -exceed $30,000 for additional lab sampling and <br />analysis services. <br />2. It is recommended that the Colton Utility Authority Board review, ratify and to the extent <br />necessary, direct the City Council to take the above action(s). <br />GOAL STATEMENT <br />To provide safe, reliable, and adequate water to the citizens and businesses within the City's <br />water service jurisdiction and to ensure that the water meets all Federal and State mandates. <br />BACKGROUND <br />The State Department of Health Care Services requires the City to perform laboratory testing on <br />its drinking (potable) water. Laboratory testing for drinking water is required on a daily basis, <br />including weekends. On April 21, 2009 the City Council awarded a three-year contract to <br />Clinical Laboratory of San Bernardino for laboratory sampling and analysis services in an <br />amount not -to -exceed $35,312.50 per year. The first extension of the contract was provided on <br />April 30, 2010 for one year renewal. Under the terms of the contract, one final extension of the <br />Agreement may be provided by the City. <br />ISSUES/ANALYSIS <br />Additional funds in the amount of $30,000 are needed due to monitoring requirements which <br />were not anticipated at the time of the prior contract award to Clinical Laboratory of San <br />Bernardino. Specifically, the additional costs are $14,000 for iron bacteria monitoring and <br />$16,000 for perchlorate monitoring. The need to maintain compliance with State Department of <br />
