Acevedo, Finance Director (& <br />SUBJECT: Award of Contract For the Transportation and Date: October 15, 1991 <br />Disposal of PCB and PCB Contaminated <br />Material to S.D. Myers of Tallmadge, Ohio. <br />BACKGROUND: Some transformers used in the distribution of <br />electricity have Polychlorinated Biphenyls (PCBs) in the <br />transformer oil. PCB is classified as a hazardous chemical. <br />The City has a testing program which determines which transformers <br />have PCB contaminated oil. If these tranformers are removed from <br />service for any reason, they must be disposed of as hazardous waste. <br />Companies with special training and licensing must be used to <br />dispose of this hazardous waste. <br />DISCUSSION: The General Services Division, in conjunction with the <br />Electric Department prepared a Request For Proposal for the <br />transportation and disposal of PCB and PCB contaminated material. <br />This proposal was designed for the City to enter into a one year <br />contract, with an option to renew for one year, with a company <br />qualified to provide the required services. The proposals were <br />received June 10, 1991. Three companies responded to our <br />requirement and all were found to be competent and qualified. <br />While the review process was taking place, the Electric Department <br />was preparing the hazardous material for shipment. The material <br />required for disposal at this time is: 1. fifty (50) transformer <br />carcasses; 2. Thirty-five (35) fifty-five gallon drums of <br />contaminated oil; 3. One thousand nintey two (1,092) pounds of <br />fluorescent light ballasts; and 4. Two hundred thirty two (232) <br />pounds of small capacitors. A Bid Analysis form is attached <br />showing the total cost from each company for this transportation <br />and disposal of the above material. The cost from the recommended <br />company is underlined. <br />RECOMMENDATION: Staff recommends that a contract be awarded to <br />S.D. Myers for the transportation and disposal of hazardous waste <br />material as generated by the Electric Department and that this <br />contract remain in effect for one year with an option to renew <br />for a second year. <br />Report prepared by K.
