CITY OF COLTON AGENDA REPORT For Council Meeting of April 6, 1993 TO: Honorable Mayor pnd City �Co I /unnd FROM: Gar E.IV; keY;/Publi ea Director SUBJECT: Approval of RIX Tertiary Treatment Facilities Date: April 1, 1993 Agreement BACKGROUND: The City of Colton has been participating with the City of San Bernardino and the Santa Ana Watershed Project Authority (SAWPA) over the past several years in the RIX Tertiary Treatment demonstration project, and now in the development of a full scale RIX Tertiary Treatment facility. Previously a RIX Tertiary Treatment demonstration project agreement was established between the above agencies. Since the demonstration project has been concluded, it is appropriate to terminate that agreement. The current participation has been, in essence, a continuation of activities which were provided for under the earlier RIX Tertiary Treatment demonstration project. It is considered appropriate that a new project development agreement be established between the agencies for the development and implementation of the full scale RIX Tertiary Treatment facilities. Also, since an additional pipeline (the Santa Ana Regional Interceptor (SARI]) is being designed, and will be constructed in conjunction with the RIX Tertiary Treatment project, a cost sharing has been prepared for each agency's participation in the design and construction of the SARI line. Staff recommends that the Council approve the following: 1. Approve the agreement for the termination of the RIX Tertiary Treatment demonstration project. 2. Approve the Project Development agreement for the City of Colton's participation with the City of San Bernardino and the Santa Ana Watershed Project Authority in the full scale RIX Tertiary Treatment facilities. 3.
